An OCP is a general statement of the broad objectives and policies of the local government, a statement of the community's goals, objectives and policies with respect to existing and proposed land use, and forms the basis for regulatory bylaws
ACRD Zoning Bylaws

Housing Needs Reports (HNR) are a way for communities to better understand their current and future housing demands. They help identify existing and projected gaps in housing supply by collecting and analyzing quantitative and qualitative information on local demographics, economics, housing stock, and other important factors
Bamfield Development Plan
The purpose of the Bamfield Development Plan (BDP) is to identify physical and infrastructure capacity and limitations in Bamfield. This data will inform future Official Community Plan (OCP) reviews, housing needs reports, and recommendations for future planning and development applications.
Established in 1966, the Alberni-Clayoquot Regional District provides services to their member jurisdictions. As service providers, the Regional District provides three distinct roles:

Serves as local government to the six (unincorporated) electoral areas, responsible for providing basic local services such as community planning, water supply and fire protection

Serves as an inter-jurisdictional service body providing sub-regional services to different combinations of municipalities; electoral areas and First Nations
-
Responsible for providing important regional services and undertaking key activities on behalf of, the entire region.
