On Sept 24th at 7:00pm there will be a public hearing to review proposed zoning changes to the 15 acre Lucas property and a 1.2 acre portion of the Brady's Breach property.

Sept 24 2026 7:00pm - The public hearing will be an opportunity for the community to express their options on 2 proposed bylaws:
Bylaw P1503 - Brady's Beach parcel (1.2 acres) rezoning to 'residential' from 'resource'
Bylaw P1542 - Lucas & Brady's parcel rezoning to RA3 which allows for .6 acre subdivision lots.

Timeline
May 2024 - The Bamfield APC reviewed an application from Lucas property owner to rezone their 15 acre lot off Cape Beale Trail to allow a subvision of the property into .6 acre lots. The existing zoning is mixed across the property - it currently allows for subvision into 1 acre or 5 acre parcels. The APC & ACRD staff raised questions concerning eastside parking, westside moorage, water connections, etc,
April 2025 - Bamfield APC received responses to questions and was provided with new information
June 2025 - Bamfield APC pass motion to approve the rezoning application after receiving a new subdivision plan and eastside parking arrangement with Paradise Parking.
March 2026 - Applications meet with ACRD staff to discuss an amendment to include the ajoining Brady's Beach 1.2 acre parcel - this parcel would also require rezoning
June 2026 - Applicants provided remaining professional reports and other information to support the original rezoning application of the 15 acre Lucas property.
July 2026 - ACRD drafts ammendment to the orginal rezoning application to include the 1.2 acre Brady's Beach property. This ammendment was not presented to or reviewed by the Bamfield APC.

Frequently Asked Questions
What happens after the public hearing on Sept 24th?
The feedback from the community will provided to the ACRD board and will inform their decision when they meet for a 2nd reading of the proposed bylaws. There will be a final, 3rd reading before a final decision is made to approve/deny the proposed zoning changes.
Why is a portion of Brady's Beach property being added to the Lucas property?
The Lucas property owners have opened up Winston rd. and provided an easement on the Lucas property that provides road access for the far cabins on the Brady's Beach property. In exchange for this road work a 1.2 portion of the Brady's Beach property will transferred to Lucas.
Is the Brady's Beach property being converted to park land?
The owners of the Brady's Beach property have had some preliminary discussions regarding the transfer of a portion of their 86 acre property to the BC Parks Foundation. At the moment there is no official agreement is in place.
Is a new road being build to Brady's Beach?
Short answer = no, but a new forest road has been created on the Brady's Beach property to provide access to the 2 furtherest houses.
What is the Affordable Housing aspect of the rezoning application?
When subdividing a property the developer must make a public contribution equivalent to 5% of the overall property. This contribution can be a 5% portion of the land (for parks, trails, etc.) or 5% in cash. Lucas is proposing that one of the lots (~0.6 acres) be transferred to the community for public housing. This is only the raw law, any development for housing would need to be developed by the community.

How does the subdivision process work once a rezoning application is approved?
In the ACRD, applications for subdivision are made to the Ministry of Transportation and Transit (MoTT). MoTT refers the applications to other Provincial ministries, local governments, and technical agencies that may be affected by the proposal. When all required input is received, the application is forwarded to the Provincial Approving Officer for approval or denial.
